Dr Aboubacar Fall

Named in Financial Afrik as one of the 100 economic and financial influencers in Africa, Aboubacar has practiced law in Senegal and France as well as being Principal Legal Counsel of the African Development Bank (AfDB). In 2010, Dr Fall graduated from the PETRAD Academy in Stavanger, Norway, where he specialised in petroleum policy and management. He is also a member of the Association of International Petroleum Negotiators.
Aboubacar is active in supporting a range of clients in the hydrocarbons sector and in addition, he is the Director of the United Nations Institute for Training and Research (UNITAR)’s online course on “Governance of Extractive Industries”. He has also presented on the topic of join operating agreements in Africa facilitated by the Oil and Gas Academy in Lisbon, Portugal.
Recently, Dr Fall was engaged by the African Development Bank’s African Natural Resources Center to review the Kenyan Petroleum Bill. Aboubacar was also invited by Globe Law and Business to provide the chapter on Senegalese hydrocarbons regulation for their publication “African Upstream Oil and Gas – A practical Guide to the Law and Regulation”.
